Water over the top of the foundation

Should you see water coming in over your basement walls, the first thing to do is to determine whether the source is below or above-grade (ground) level by performing a water test. On a dry day, lay a hose on the ground (so nothing above-ground gets wet) and run it for five to ten minutes.
