Perma-Seal Waterproofing was started in 1979 by the present owner, Roy Spencer. Roy had worked for two larger waterproofing companies, but was dissatisfied with their "patch now & service 'em later" type repairs, so he devised permanent repairs that he could truly guarantee not to leak. It is no wonder why in 2007, 2008 and 2009 Perma-Seal Basement Systems was nationally recognized as the world-wide leader in permanent waterproofing repairs.

In 1992, Perma-Seal enhanced its abilities by becoming the exclusive Basement Systems dealer in Chicagoland. Through this affiliation, Perma-Seal is able to offer innovative, patented products and services that no competitor can offer. Basement Systems also provides access to a pipeline of knowledge and resources through an international network of basement waterproofing contractors throughout North America, Ireland, and the United Kingdom.

Perma-Seal Basement Systems is an active member in the Better Business Bureaus of Chicagoland and Northern Indiana. Roy is currently serving on the Executive Board of the Chicago chapter. In 2003, Perma-Seal Basement Systems was the winner of the BBB annual Torch Award for Marketplace Ethics. That same year Roy was selected by the Ernst & Young accounting firm as the Illinois Entrepreneur of the Year in the Retail and Consumer Products sector.
